Smart Metering Systems are a requirement for the Smart Grid, and for Distribution Network Operators (DSOs) to supervise and control the network based on actual consumption/generation data, and to provide their customers with new value-added services. Smart Metering Systems have been installed in Sweden by many DSOs, but not all, installation is ongoing in Finland, Norway has taken the decision to install, and in Denmark there is a recommendation. Many major European countries such as Italy, Spain, UK, and Holland have also began to move in the same direction. The market offers a number of different solutions regarding meter functionality and characteristics, communication means and protocols, and central processing capabilities. This will inevitably lead to problems with interoperability, replacement of faulty and outdated parts, future extensions, and consequently high Life Cycle Cost (LCC). The European Commission (EC) and many stakeholders have realized these problems and therefore taken a number of initiatives towards a European standardization of interfaces, communication possibilities, and functionality of Smart Metering Systems. The EC has issued a standardization mandate (M/441) to CEN, CENELEC, and ETSI, and CENELEC has as a consequence established a co-ordination group SM-CG (Smart Meter Co-ordination Group). Some vendors have started a co-operation group (ESMIG – European Smart Metering Industry Group), and almost the same vendors and some DSOs have started a partly EC financed project (OPENmeter) with the directly expressed goals to influence the European and possibly worldwide standardization. |
